In the world except Japan they trade paddy. Rice millers buy wet or dried paddy from farmers or rice traders.
But in Japan, farmers sell brown rice, not paddy.
If the individual farmers own grain dryer, they also own husker, grader as well and process by themselves.
Why do we trade Brown rice, not Paddy in Japan?
There are some reasons:
Brown rice is easier to check quality than paddy
Easy and objective quality judgement can help to improve the rice farming process
Japan is small country. If we trade in Brown rice, we can reduce the storage cost at least 20% compare to paddy.
